Remitida por un prisionero alemán internado en Pamplona (se utilizaron diferentes ubicaciones, la mayoría en la ciudadela), procedente de las tropas alemanas derrotadas en Camerún, que acabaron en territorio neutral de la Guinea Española y Fernando Poo, debido a la presión de los países aliados, las autoridades españolas tomaron la decisión de transportar a casi un millar de alemanes que serían internados en Alcalá, Pamplona y Zaragoza hasta el final de la guerra y que regresarían a su país una vez finalizada la contienda.
